Background introduction
During the 13th Five-year Plan, according to "Five Plans of Yunnan Province Infrastructure Network Construction (2016-2022)", in the next 5 years, there will be a newly added water storage capacity of more than 2 billion stere in Yunnan Province. Annual water supply capacity of hydraulic engineering will reach over 20 billion stere. Water supply in central city will rise from 200 litre to 300 litre per capita. Water supply in administrative towns will rise from 100 litre to 200 litre per capita.

Accelerating the construction of water network, laying stress on upgrading the safty and security of water supply, shifting the traditional mode which solves the security problem of water supply by developing tributary and launching projects of small and medium-sized reservoirs into a new supplying mode that pay equal attention to main stream of large rivers and tributary, and making combined dispatching of large hydropower, large reservoir and small and medium-sized reservoirs, provide a strong hydraulic backup and guarantee for Yunnan's moderately well-off society in an all-round way.

Since the enforcement of "Plans of Yunnan Water Supply for Safety and Security Network", the investment is expected to exceed 200 billion in 2020. Before the end of 2020, Yunnan government will strive for the start-up of over 200 hydraulic projects with key water source, implementing comprehensive utilization on water resource of 15 large and medium-sized hydropower station.

A batch of projects such as interconnected river and reservoir network projects and hydraulic anti-poverty projects in mountain areas of Dianchi border, initially set up a safety net of water supply. Up to 2030, the government will invest 300 billion in order to carry out water network construction, realizing the best possible results of diversion works and auxiliary projectsin in central Yunnan, basically completing safety and security network of water supply. At the same time, middle diversion works need 96 months for total construction period, which is expected to complete in the late 14th five-year plan. The average water diversion quantity for years in central Yunnan reaches to 3.4 billion stere, which will fundamentally solve its drought stress in 34 hydropenic areas from 35 counties of 6 towns.
